Preamble:
To minimize firearm-related harm, ensure responsible ownership, and permit lawful self-defense under strictly regulated conditions, balancing public safety with individual rights.
Section 1A -- Firearm Types
(a) Permitted: Semi-automatic handguns (≤10-round capacity), shotguns, bolt-action rifles.
(b) Prohibited: Automatic weapons, high-capacity magazines (>10 rounds), armor-piercing ammunition, explosives.
Section 1B -- Defensive Weapons
(a) Includes pepper spray, tasers, and non-lethal stun devices.
Article 2
Licensing and Eligibility
Section 2A -- Licensing Process
(a) Applicants must:
Be ≥21 years old.
Pass a background check (no violent crime history, domestic abuse, or mental health adjudications).
Complete a 30-hour training course (safety, marksmanship, legal use).
Provide two character references.
(b) Licenses expire every 3 years; renewal requires updated checks and training.
Section 2B -- Self-Defense Permits
(a) Concealed carry permits require an additional 10-hour de-escalation course and proof of secure storage.
(b) Permits revoked for any criminal conviction or restraining order.
Article 3
Storage and Transportation
Section 3A -- Secure Storage
(a) Firearms must be stored in a certified safe (biometric or dual-key).
(b) Ammunition stored separately.
(c) Violations incur fines up to 50,000 Links Landic Dimes and license revocation.
Section 3B -- Transportation
(a) Firearms unloaded, locked in a case, and declared to law enforcement during stops.
Section 3C -- Holster Violations
(a) Carrying without a secure holster: Low offence (20,000 Dime fine + permit suspension).
Article 4
Prohibited Zones
Section 4A -- No-Carry Areas
(a) Schools, government buildings, hospitals, and public events.
(b) Violators face 5 years imprisonment and permanent permit revocation.
Article 5
Use of Force
Section 5A -- Self-Defense Justification
(a) Lethal force only permissible if:
Imminent threat of death/grievous bodily harm.
No safe retreat is possible ("stand your ground" limited to homes/businesses).
(b) Duty to report incidents to police within 24 hours.
Section 5B -- Criminal Misuse
(a) Using a firearm in commission of a crime adds 10 years to sentences.
Section 5C -- Mandatory Emergency Reporting
(a) Permitted Discharge Areas:
Firearms may only be discharged in registered shooting ranges, licensed gun shop testing areas, or lawful self-defense scenarios.
(b) Emergency Notification:
Any firearm discharge outside permitted areas must be reported immediately to emergency number 221, regardless of intent or outcome.
Failure to report within 10 minutes results in automatic High offence charges (punishable by up to 5 years imprisonment).
(c) Self-Defense Exemption:
Reporting remains mandatory, but lawful self-defense discharges are exempt from criminal liability if proven justified.

Non-Lethal Defensive Weapons
Section 6A -- Accessibility
(a) Pepper spray and tasers available to adults ≥18 without a license.
(b) Mandatory 2-hour safety briefing at point of purchase.
Section 6B -- Non-Lethal Weapon Misuse
(a) Possession in prohibited zones: Fine offence (5,000 Dime fine).

Enforcement and Penalties
Section 7A -- Inspections
(a) Police may conduct random storage inspections for licensed owners.
Section 7B -- Trafficking and Illegal Sales
(a) Unlicensed sales or modifications: High offence (20 years imprisonment).
Section 7C -- Straw Purchases
