Definitions
Preamble:
To guarantee equality, dignity, and freedom from discrimination for all individuals in Links Land, regardless of sexual orientation, gender identity, ethnicity, or cultural background, in accordance with Chapter 6, Article 16(1) of the Constitution ("Right to equality before the law").
Section 1A -- Protected Characteristics
(a) Includes sexual orientation, gender identity, race, ethnicity, religion, disability, and intersex status.
(b) "Gender identity" encompasses non-binary, transgender, and gender-nonconforming identities.
Section 1B -- Prohibited Conduct
(a) Discrimination, harassment, vilification, or incitement to hatred based on protected characteristics.
Article 2
Anti-Discrimination Protections
Section 2A -- Employment and Education
(a) No entity may deny jobs, promotions, or educational opportunities based on protected characteristics (penalties up to 500,000 Links Landic Dimes).
(b) Schools must adopt inclusive curricula reflecting LGBTQIA+ and multicultural histories.
Section 2B -- Housing and Public Services
(a) Refusing housing, healthcare, or services based on protected characteristics is unlawful (fines up to 250,000 Dimes).
(b) Public facilities (e.g., restrooms) must accommodate gender identity.
Article 3
Hate Crime and Speech
Section 3A -- Enhanced Penalties
(a) Crimes motivated by prejudice against protected groups carry 1.5× the standard penalty (e.g., assault becomes 15 years instead of 10).
(b) Repeat offenders face mandatory rehabilitation programs.
Section 3B -- Prohibition of Hate Speech
(a) Publicly inciting hatred or violence against protected groups is punishable by up to 3 years imprisonment.
(b) Exceptions for lawful academic, artistic, or religious discourse.
Article 4
Gender Identity and Legal Recognition
Section 4A -- Self-Identification
(a) Individuals aged 16+ may update their legal gender marker without medical or judicial approval.
(b) Non-binary and intersex individuals can select "X" or "other" on official documents.

Cultural and Ethnic Equity

(a) Sacred sites, cultural practices, and traditional lands of indigenous groups are legally protected.
Article 6
Conversion Practices Ban
Section 6A -- Prohibition
(a) "Conversion therapy" targeting LGBTQIA+ individuals is banned for all ages (penalties: up to 10 years imprisonment).
(b) Advertising or profiting from such practices is illegal.
Section 6B -- Support for Survivors
(a) Survivors receive free counseling and legal aid through the Equity Commission.
Article 7
Enforcement and Advocacy
Section 7A -- Equity Commission
(a) An independent body investigates complaints, audits institutions, and funds community education programs.
(b) Powers to compel testimony, issue fines, and refer cases to the Civil Claims Tribunal or High Offence Court.
Section 7B -- Public Awareness
(a) Government campaigns promote LGBTQIA+ and multicultural inclusion annually.
Article 8
Safeguarding LGBTQIA+ Autonomy and Family Rights
Section 8A -- Prohibition of Non-Consensual Disclosure ("Outing")
(a) Definition: Intentionally disclosing an individual's sexual orientation, gender identity, or intersex status without their explicit consent, when such disclosure risks harm, discrimination, or endangerment.
(b) Penalties:
(i) Violators face up to 3 years imprisonment or fines up to 100,000 Links Landic Dimes.
(ii) If disclosure leads to violence, loss of employment, or severe mental harm, penalties increase to 5 years imprisonment.
(c) Exceptions: Disclosure required by law (e.g., court orders) or made to protect the individual from imminent harm.
Section 8B -- Criminalization of Familial Abandonment
(a) Abandonment Defined: Refusing housing, financial support, or emotional care to an individual (regardless of age) due to their LGBTQIA+ identity, resulting in homelessness, mental distress, or financial crisis.
(b) Penalties:
(i) Parents/guardians who abandon LGBTQIA+ individuals under 18 violate the Child Safety and Protection Act 2025 and face up to 5 years imprisonment.
(ii) Abandonment of individuals over 18 due to their LGBTQIA+ identity is punishable by up to 2 years imprisonment or 50,000 Dime fines, with mandatory restitution for harm caused.
(c) Support Orders: Courts may compel offenders to fund temporary housing, therapy, or education for victims.
Section 8C -- Institutional Accountability
(a) Schools, workplaces, and healthcare providers must adopt policies preventing non-consensual disclosures and abandonment coercion.
(b) Failure to act on reports of violations incurs institutional fines up to 500,000 Dimes.
Section 8D -- Victim Support and Redress
(a) State-Funded Safe Housing: LGBTQIA+ individuals facing abandonment receive priority access to emergency shelters.
(b) Restraining Orders: Victims may obtain court orders prohibiting offenders from contact or further disclosures.
