Preamble:
To establish procedures for the adjudication of criminal offences in the Constitutional Monarchy of Links Land, ensuring due process, judicial fairness, and alignment with the Constitution (Chapter 5, Article 14).
Section 1A -- High Offence Court
(a) Adjudicates felonies (crimes punishable by >5 years imprisonment or death, e.g., murder, treason).
(b) Trials require a jury of 12 peers unless waived by the defendant.
Section 1B -- Low Offence Court
(a) Handles misdemeanors (crimes with penalties of 6 months-5 years, e.g., theft, assault).
(b) Trials may use a jury of 6 peers or a bench trial at the defendant's election.
Section 1C -- Fine Offence Tribunal
(a) Resolves infractions (violations punishable by fines or community service, e.g., traffic offenses).
(b) Proceedings conducted summarily by a magistrate.

Arrest and Charging

Section C1 -- Judicial Independence
(a) The structure and authority of the High Offence Court, Low Offence Court, and Fine Offence Tribunal are established under Chapter 5, Article 14(1) of the Constitution, which guarantees an independent judiciary.
(b) Judges are appointed by merit, as mandated by Chapter 5, Article 14(2), ensuring impartial adjudication of criminal cases.
