Article P
Preamble
To establish a universal postal service and a secure, accessible and nationally consistent addressing system for Links Land; to support personal, commercial, legal and international communication; to provide accountable administration of postal infrastructure and address information; and to work in conjunction with the Public Services Act 2025, the Public Administration Efficiency Act 2025, the Infrastructure Maintenance Act 2025, the Urban Planning and Housing Act 2025, the Civic Rights and Responsibilities Act 2025, and the Digital Liberty and Algorithmic Rights Act 2025.
Article 1
Purpose and Definitions
Section 1A - Purpose
(a) This Act establishes Kings Mail as the national public postal operator and provides a national framework for postal delivery and addressing.
(b) Kings Mail shall operate as a public service, provide reasonable access throughout Links Land, and act transparently and without unjustified discrimination.
Section 1B - Definitions
(a) Address means the officially recognised location information sufficient to identify a delivery point.
(b) Directory means the official National Address Directory established under this Act.
(c) Legal post means post designated for legal, judicial or formally notified administrative communication.
(d) Postal region means one of the five regions established under Section 2A.
Article 2
National Postal Service
Section 2A - Operator and Regions
(a) Kings Mail is established as the national postal operator and shall be publicly accountable to the responsible Minister and Parliament.
(b) The postal regions are Tentincon, Hollvane, Bronecoast, Wendmore and Revine.
(c) Hollvane includes Venturan and Mildason; Bronecoast includes Valinda, Roservelt and Vancinson; Wendmore includes Macrinsaw, Fankenfort and Edenson; and Revine includes Forrope, Stenekson, Interncont and Pattlepor.
(d) Tentincon is a separate postal region and includes the national sorting office at Crownhall.
Section 2B - Postal Offices and Boxes
(a) Kings Mail shall maintain a national sorting office at Crownhall and regional offices in Venturan, Valinda, Macrinsaw and Forrope, subject to the implementation plan and later public consultation.
(b) Kings Mail shall provide reasonably distributed post boxes and postal counters, including non-digital access to ordinary services.
(c) Post boxes may use Links Land Blue and the reigning monarch's gold cypher, but no design feature may prevent access by a person with a disability or imply that royal correspondence has priority over public-service obligations.
Section 2C - Delivery Standards
(a) Post boxes shall ordinarily be emptied at least once on each delivery day and twice daily in designated town centres.
(b) Ordinary delivery shall operate from Monday to Saturday, subject to public holidays, severe conditions, emergencies and published service exceptions.
(c) Kings Mail shall publish service standards for delivery times, lost or damaged post, compensation and complaint handling.
(d) Routing shall use local delivery, regional delivery and national sorting in a manner reasonably designed to avoid unnecessary processing and travel.
Article 3
Addressing and the National Directory
Section 3A - Postcodes
(a) A standard postcode shall identify the postal region, town and neighbourhood using a region letter followed by town and neighbourhood numbers.
(b) The format may include leading zeroes where necessary to preserve consistent sorting and shall be published in the Directory.
(c) Reserved codes may identify a single building or official site, including T1 for Tentincon Palace, T1 02 for the Chamber of Commons and T1 03 for the Royal Council Hall.
Section 3B - Street and Building Addresses
(a) Street types may include Road, Street, Grove, Lane, Row, Avenue, Close and Loop, with their ordinary meanings published in the Directory.
(b) Where practicable, building numbers shall proceed from the end nearest the town centre, with odd numbers on one side and even numbers on the other.
(c) No person shall lose access to postal delivery solely because an existing street name, numbering convention or physical layout does not conform to the preferred system.
Section 3C - Directory Administration
(a) Kings Mail shall maintain a secure National Address Directory containing only information reasonably necessary to identify delivery points and administer postal services.
(b) The Directory shall support registration of new addresses, street names, neighbourhoods and postcodes and the correction or retirement of obsolete information.
(c) Kings Mail shall publish a usable public version of non-sensitive address information and shall provide paper, telephone and assisted channels for persons unable to use digital services.
(d) A proposed material change to an address shall, where practicable, receive notice to affected occupants, a statement of reasons and an opportunity to request correction or review.
(e) Kings Mail shall maintain access controls, encryption or equivalent safeguards, audit logs, retention limits and an incident-response process for Directory information.
(f) Sensitive personal information shall not be published in the public Directory. Disclosure to a public authority is permitted only under lawful authority and where necessary and proportionate for a specified public purpose.
Article 4
Postal Classes and Charges
Section 4A - Classes
(a) Kings Mail shall provide Personal, Business, Legal and International postal classes, each of which may have grades one, two and three reflecting published urgency and service standards.
(b) The initial ordinary charge for a Personal grade-one item shall be set by regulation following public consultation and shall not exceed one Dime unless Parliament approves a different maximum.
Section 4B - Legal and Royal Post
(a) Legal post shall be handled confidentially and signed for at delivery, subject to existing court rules and lawful authority.
(b) Royal post shall be carried at the Crown's expense, but shall remain subject to ordinary security, customs, safety and prohibited-item requirements.
(c) Kings Mail shall publish clear rules on prohibited items, compensation, redirection, accessibility and refusal of unsafe or unlawful consignments.
Article 5
Governance, Rights and Oversight
Section 5A - Universal Access
(a) Kings Mail shall take reasonable steps to provide accessible counters, collection points, delivery arrangements and information for disabled persons, older persons and persons in remote areas.
(b) A person shall not be denied ordinary postal service solely because they cannot use digital technology.
(c) Kings Mail shall process complaints promptly, give reasons for material service decisions and provide an accessible review process.
Section 5B - Postal Standards Commissioner
(a) The Postal Standards Commissioner is established as an independent office appointed through a transparent process prescribed by regulation.
(b) The Commissioner shall monitor service standards, investigate systemic complaints, publish an annual report and recommend remedial action.
(c) The Commissioner shall not direct individual postal operations or determine individual judicial disputes.
Section 5C - Financial and Environmental Accountability
(a) Before nationwide implementation, the responsible Minister shall publish an implementation plan, projected costs, staffing requirements, procurement arrangements and risk assessment.
(b) Kings Mail shall publish annual audited accounts and a report on service quality, complaints, accessibility, privacy incidents and environmental effects.
(c) A value-for-money review shall be conducted no later than five years after nationwide implementation and laid before Parliament.
(d) Kings Mail shall assess low-emission vehicles, route efficiency and environmentally responsible construction and procurement, subject to operational practicality, cost and public safety.
Article 6
Administration and Enforcement
Section 6A - Regulations
(a) The responsible Minister may make regulations necessary to implement this Act, including regulations on charges, service standards, postcode formats, accessibility, security, complaints, prohibited items and data retention.
(b) Regulations shall be published, proportionate to their purpose and consistent with the Constitution and existing Acts.
Section 6B - Offences and Remedies
(a) A person who knowingly and unlawfully interferes with postal equipment, steals or destroys post, or obtains protected Directory information without authority commits an offence.
(b) Penalties shall be prescribed by regulation within the limits of the Criminal Proceedings Act 2025 and shall be proportionate to the harm and culpability.
(c) Nothing in this Act removes a civil remedy, a right of judicial review, a right to challenge unlawful processing of information, or a right protected by the Detainee Rights and Protections Act 2025.
Article C
Constitutional Compliance
Section C1 - Rights and Legal Alignment
(a) This Act shall be read alongside the Constitution of Links Land and works in conjunction with the Civic Rights and Responsibilities Act 2025, the Digital Liberty and Algorithmic Rights Act 2025, the Public Services Act 2025, the Public Administration Efficiency Act 2025, the Infrastructure Maintenance Act 2025, the Urban Planning and Housing Act 2025, and the Detainee Rights and Protections Act 2025.
(b) The administration of postal services and address information shall respect privacy, equality, accessibility, due process, freedom of communication and lawful limits on public power.
(c) If a provision of this Act is found inconsistent with a constitutional right, it shall be interpreted to the fullest extent consistent with that right, and the inconsistent provision shall be severable.
