Article 1

Preamble:

To safeguard the sovereignty, security, and strategic interests of Links Land by ensuring the confidentiality of state secrets, regulating access to classified information, and imposing binding obligations on all individuals serving the government, in accordance with Chapter 1 (National Sovereignty), Chapter 3 (Government Structure), and Chapter 6 (Rights and Responsibilities) of the Constitution.

Article 1: Definitions

Section 1A -- Classified Information

Top Secret: Information that, if disclosed, would cause exceptionally grave damage to national security (e.g., military strategies, intelligence sources).

Secret: Information that would cause serious damage (e.g., diplomatic negotiations, critical infrastructure blueprints).

Confidential: Information that would cause damage (e.g., unpublicized policy drafts, law enforcement operations).

Section 1B -- Covered Personnel

All individuals working directly or indirectly for the government, including:

Elected/appointed officials

Civil servants

Contractors, consultants, and temporary staff

Military and intelligence personnel
