Article 5: Voting Systems and Identity Verification​

Section A: Voting Methods​

  1. Presidential elections shall use a majority-based system with a runoff if no candidate achieves 50%+1 in the first round.

  2. Parliamentary elections shall use a proportional representation system.

Section B: Voting Methods and ID​

  1. Voting may occur by post or online.

  2. All voters shall receive a Unique Election ID at age 16 (format: E-1928-LAST-8839-FI).

  3. Verification requirements:

    • Postal: Return point ID + QR scan.

    • Online: Secure login via QR and ID scan.

Section C: Voluntary Participation​

Voting is voluntary; however, national campaigns shall encourage participation in all elections.
