Preamble​

To safeguard democracy, guarantee transparency, and protect the constitutional rights of all citizens and residents of the Constitutional Monarchy of Links Land, this Act establishes the rules, oversight, and protections necessary to ensure fair, free, and accessible elections across the nation. This Act enshrines voter rights, election security, and the institutional framework that upholds the democratic values of Links Land.

Article 1: Establishment of the Electoral Authority​

Section A: Legal Creation

  1. This Act establishes the HM Electoral Committee ("the Committee").

  2. Despite its royal styling, the Committee is fully independent and non-partisan, operating free from political, ministerial, or royal influence.

Section B: Structure and Term

  1. The Committee shall be led by an Electoral Commissioner.

  2. The Commissioner must be demonstrably independent from all political, royal, or commercial affiliations.

  3. The Commissioner shall serve a term equal to two national election cycles.

  4. The Committee shall oversee electoral compliance only and shall not legislate or engage in political campaigning.
