Section 5A -- Legal Exceptions

Disclosure permitted only to the Constitutional Court or Parliamentary Oversight Committee if:

Information reveals constitutional violations.

Public interest outweighs secrecy (e.g., war crimes, corruption).

Section 5B -- Safeguards

Whistleblowers granted anonymity and witness protection.

Retaliation against whistleblowers: High Offence (15 years imprisonment).
