Section 7A -- Authority

War powers derive from Chapter 1, Article 2 (defense of sovereignty) and Chapter 4, Article 12 (parliamentary authority).

Rights suspensions comply with Chapter 6, Article 16(4) (proportionality).

Section 7B -- Monarch's Safeguard

HM may dissolve the NDC and restore civilian rule if it violates Chapter 2, Article 6 (constitutional monarchy).
