Section 2A -- Monarch's Role

The Monarch remains symbolic Commander-in-Chief but delegates operational authority to the National Defense Council (NDC), chaired by the President..

HM may address the nation weekly to uphold morale but holds no tactical authority.

Section 2B -- Parliamentary Authority

Declaration of War: Requires 2/3 majority in both the Chamber of Commons and Royal Council Hall.

Emergency Powers: Parliament may suspend non-essential constitutional clauses (e.g., term limits) with 3/4 majority during STM.

Section 2C -- National Defense Council (NDC)

Composition:President, Defense Minister, Chief of Defense Staff, and Opposition Leader.

Powers:

Direct military operations.

Impose curfews, conscription, and rationing.

Suspend international treaties temporarily.
