Article 1

Preamble:

To safeguard the sovereignty, territorial integrity, and constitutional order of Links Land against all forms of warfare, and to ensure the continuity of governance, protection of citizens, and preservation of freedoms during existential threats, in accordance with Chapter 1 (Sovereignty), Chapter 2 (Monarchy), and Chapter 6 (Fundamental Rights) of the Constitution.

Article 1: Definitions

Section 1A -- Types of War

Declared War: Formal declaration by Parliament against a foreign state or coalition.

Undeclared Armed Conflict: Hostilities without formal declaration (e.g., cyberattacks, proxy wars).

Civil War: Armed insurrection against constitutional authority.

Hybrid War: Combined kinetic, cyber, economic, and informational aggression.

Section 1B -- States of Emergency

State of National Defense (SND): Activated during foreign invasion or declared war.

State of Internal Defense (SID): Activated during civil war or insurrection.

State of Total Mobilization (STM): Full societal and economic mobilization for existential threats.
