Article 3: Declaration Authority

Section 3A -- Monarch's Prerogative

The reigning Monarch may declare any level of mourning (0--5) at their discretion.

Parliament may override only Levels 0, 4, or 5 with 3/4 majority vote.

Section 3B -- Parliamentary Authority

Levels 1--3 require joint declaration by:

Elected President

Speaker of the Democracy

Chief Justice
