Section 2A -- Level 0 (Royal Precautionary Mourning)

Declaration: Activated only by the living Monarch for:

Impending national crisis (verified threat of war, pandemic, etc.)

Grave personal/family health emergencies

Duration: 3--14 days (determined by HM)

Protocols:

Flags at half-mast

National broadcast by HM explaining the precaution

Government prepares emergency response plans

Section 2B -- Level 1 (Supreme Mourning)

(As previously defined, with additions)

4. Royal Family Directive:

Succession plans immediately activated

Privy Council convenes within 1 hour of announcement

Section 2C -- Level 4 (Regional Mourning)

Duration: 3--7 days

Protocols:

Flags at half-mast in affected region only

National moment of silence

Prime Minister visits disaster site within 24 hours

Section 2D -- Level 5 (Honorary Mourning)

Duration: 1--3 days

Protocols:

Flags at half-mast at embassies only

Monarch sends formal condolence letter
