Preamble:
To establish a comprehensive framework for national mourning that honors lives lost, preserves national dignity, and provides clear guidance during times of tragedy, in accordance with Chapter 1 (National Unity) and Chapter 6 (Rights to Collective Grief) of the Constitution of Links Land.
Article 1: Definitions
Section 1A -- National Mourning
A period of collective grief declared by the Monarch or Parliament to commemorate events of profound national significance.
Section 1B -- Mourning Levels
Level 0 (Royal Precautionary Mourning): Preemptive mourning declared by the living Monarch for impending national tragedy or personal/family health crises.
Level 1 (Supreme Mourning): Death of the Monarch, immediate royal family, or catastrophic national tragedy (e.g., mass casualty terrorist attack).
Level 2 (High Mourning): Death of senior government officials, royal extended family, or major disasters.
Level 3 (General Mourning): Commemorative events for historical tragedies, anniversaries of national loss.
Level 4 (Regional Mourning): Localized tragedies requiring national acknowledgment (e.g., industrial accident with multiple fatalities).
Level 5 (Honorary Mourning): Death of foreign heads of state or global figures with ties to Links Land.
