Article 1

Preamble:

To establish a disciplined, ethical, and constitutionally accountable military force tasked with defending Links Land's sovereignty, territorial integrity, and democratic values, in accordance with Chapter 1, Article 2 and Chapter 6, Article 16 of the Constitution.

Article 1: Structure and Command

Section 1A -- Constitutional Authority

The military shall operate under the ultimate authority of Parliament and the Constitutional Court.

The Monarch serves as the ceremonial Commander-in-Chief, symbolizing national unity, but exercises no operational control.

Section 1B -- Chain of Command

Operational command resides with the Minister of Defense, appointed by the President and approved by Parliament.

The Chief of Defense Staff (CDS) oversees daily military operations and reports to the Minister.

Section 1C -- Parliamentary Oversight

Parliament's Defense Committee must approve:

Declarations of war or international military engagements.

Annual military budgets exceeding 1 billion Links Landic Dimes.
