Article 2: Licensing and Eligibility

Section 2A -- Licensing Process

(a) Applicants must:

Be ≥21 years old.

Pass a background check (no violent crime history, domestic abuse, or mental health adjudications).

Complete a 30-hour training course (safety, marksmanship, legal use).

Provide two character references.

(b) Licenses expire every 3 years; renewal requires updated checks and training.

Section 2B -- Self-Defense Permits

(a) Concealed carry permits require an additional 10-hour de-escalation course and proof of secure storage.

(b) Permits revoked for any criminal conviction or restraining order.
