Preamble:

To ensure orderly, safe, and efficient transportation across Links Land, protect all road users, and uphold public welfare under Chapter 6, Article 16(4) of the Constitution ("Right to security of person").

Article 1: Definitions

Section 1A -- Key Terms

(a) Emergency Vehicle: Ambulances, fire trucks, police cars, and other state-authorized vehicles using sirens/blue-red lights.

(b) Right-Hand Driving: Vehicles must travel on the right side of the road, overtaking on the left unless otherwise marked.

(c) Vulnerable Road Users: Pedestrians, cyclists, motorcyclists, and mobility-impaired individuals.
