Article 3: Hate Crime and Speech

Section 3A -- Enhanced Penalties

(a) Crimes motivated by prejudice against protected groups carry 1.5× the standard penalty (e.g., assault becomes 15 years instead of 10).

(b) Repeat offenders face mandatory rehabilitation programs.

Section 3B -- Prohibition of Hate Speech

(a) Publicly inciting hatred or violence against protected groups is punishable by up to 3 years imprisonment.

(b) Exceptions for lawful academic, artistic, or religious discourse.
