Article C: Constitutional Compliance​

(a) Protections under this Act uphold Chapter 6, Article 16(1) (right to dignity) and Chapter 6, Article 16(4) (right to safety).

(b) The Child Protection Authority operates under Chapter 3, Article 8(2) (executive enforcement powers).

(C) The close-in-age exception ensures proportionality under Chapter 6, Article 16(4) ("No punishment without law").
