Article 1

Preamble:

To safeguard minors from abuse, exploitation, and harmful content, ensuring their physical, emotional, and digital well-being in accordance with Chapter 6, Article 16(1) of the Constitution ("Right to dignity and protection").

Article 1: Prohibition of Child Abuse

Section 1A -- Physical and Emotional Abuse

(a) Any act causing physical harm, neglect, or psychological trauma to a minor is punishable by up to 15 years imprisonment.

(b) Mandatory reporting by educators, healthcare workers, and caregivers of suspected abuse.

Section 1B -- Exploitation and Illegal Content

(a) Producing, distributing, or possessing child sexual abuse material (CSAM) carries a minimum sentence of 20 years imprisonment.

(b) Grooming minors online or offline is criminalized, punishable by up to 10 years imprisonment.
